What about some outreach?

In reference to Politico Magazine: Quoting THE WEEK "The FBI has built an outreach-and-informant network in Islamic communities around the country. These connections, says journalist Michael Hirsh, provide early warnings about possible radicals.

Could failures to do this be behind Paris and Brussels?
