As an instrument of terror, bacterial attacks are limited in effectiveness. The national impact of Anthrax terror was small, and the medical community responded quite well by rapidly developing new tools to save Anthrax victims. We grow even safer by the day.

Equipping, staffing, and training hospital personnel has been another matter altogether. We are still vulnerable to a simultaneous nationwide attack. Fortunately Anthrax is quite difficult to spread effectively in a military or terror sense.

Other bioterror agents have not yet been tried.
